Event Overview

For many years, the Maltese Government has been criticized for not reporting on an accrual basis. The intention to adopt accrual accounting was first officially announced in 1999 and there is a current commitment to implement a new accounting system by end of 2019, which system shall enable the preparation of financial reports complying with the International Public Sector Accounting Standards (IPSAS) as adopted.

Malta is not the only EU member state that has engaged in this process. The EU Commission is encouraging member states to report on an accrual basis and refer to IPSAS. However, no member state appears willing to adopt the IPSAS as a whole. 


Dr Josette Caruana 

Dr Josette Caruana is a certified public accountant and full-time academic at the University of Malta. Her main subjects at the University are 'Management Accounting' and 'Public Sector Accounting'. Josette read for her PhD at the University of Birmingham. The title of her thesis is 'The Reform of Central Government Accounting in Malta'. Her area of research interest is Public Sector Accounting, in particular, government accounting (to include financial reporting, auditing and budgeting at both central and local level) and national accounting.

Why should delegates attend?

To briefly examine current financial reporting practices of government entities and identify which entities are affected by the accrual accounting reform. 

  • To explore how IPSAS are issued, promoted and applied.
  • To analyze the objectives of general purpose financial reports prepared according to IPSAS.
  • To critically assess the potential utility of IPSAS financial reports.
