Event Overview
Every financial transaction needs clearing and settlement but how does this change with greater blockchain impact - shorter timeframes (and how real-time can real-time be?), how does it impact components in insurance or securitisation for instance? This session is essential for anybody involved in clearing and settling any product.
BlockFinance: A FinanceMalta Series is organised in collaboration with the Malta Blockchain Association. The event is an informal breakfast briefing where participation by delegates is encouraged. The briefings run under the Chatham House Rule to encourage dialogue by all professions about issues arising from any aspect of DLT.

Clearing, Settlement & Smart Contracts
Markets, Clearing and Settlement are all about trust. How big a difference is the DLT world to established markets? How can smart contracts facilitate easier clearing and settlement, not merely of pure traditional financial instruments but more complex securities such as property, securitisations, loans / CDOs, and insurance contracts? Where do the problems lie, how does the current legal framework set Malta apart and what are the next steps to implementing this system?
Panelists:
- Terence Cassar, GTG Advocates
- Nicholas Curmi, Senior Associate, GANADO Advocates
- Luciano Brincat, Analyst, Securities and Markets Supervision Unit, MFSA
- Sandro Psaila, Senior Manager Technology and Assurance, Deloitte Malta

The Impact of DLT on Traditional “Plumbing”
- From the perspective of traditional financial infrastructure where T+forever only recently gave way to T+2, how does the new ‘real world’ nature of blockchain clearing interact with the existing infrastructure and how will the two best co exist?
- What issues are likely to arise? Do we have a blockchain singularity ahead and indeed how might this be impacted by the decentralisation of exchange transactions themselves?
- How does this impact issues not merely of pure clearing and settlement but AML / KYC and other processes of documentation etc?
Panelists:
- Herman Ciappara, Central Bank of Malta
- Simon Zammit, CEO, Malta Stock Exchange
- Jovan Gavrilovic, General Manager, OKEx
